Accidents While Commuting to Work: What Should HR Be Prepared For?

Work-related accidents do not always occur on company premises. Under certain conditions, accidents experienced by workers while commuting from home to work or vice versa may also be classified as work-related accidents, provided that the route taken is the usual or reasonable one.

Regulation of the Minister of Manpower of the Republic of Indonesia No. 1 of 2025 stipulates that accidents occurring while traveling from home to the workplace or vice versa via a route that is usually or reasonably taken fall under the criteria for workplace accidents. For such travel-related cases, the evidence-gathering process must also be supported by relevant information, such as police reports, statements from witnesses who observed the incident, and other supporting evidence.

Once the initial information is available, HR must immediately address the reporting process: which forms need to be prepared, what documents are required, and when the report must be submitted. One crucial step is the Phase I JKK report, which must be submitted within a maximum of 2 × 24 hours in accordance with applicable regulations.
